The TOUCH project aims to strengthen the development of outcome-based financing mechanisms for the social economy. It focuses on establishing the first Outcome Fund in the Piedmont Region (Italy) to support initiatives addressing labour-market integration and skills development for NEETs (young people not in education, employment, or training), with particular attention to women and migrants.
Through collaboration between public authorities, investors, and social economy organisations, the project designs outcome-based contracts that link funding to measurable social impact. In addition to piloting the fund in Piedmont, the project promotes knowledge sharing, capacity-building activities, and dissemination to support the replication of the model across Italy and other European regions.
The project contributes to strengthening employment opportunities for NEET youth, building the capacities of social economy organisations, and developing a replicable model for outcome-based social finance.
